The recipient was Major General Fyodor Seryogevich Filyugin, then First Deputy Chairman of the KGB of the Georgian SSR.

Filyugin served in counter-intelligence and intelligence operations within the NKVD-NKGB during World War II. In 1943, he undertook a special mission, infiltrating behind German lines. From August 1944, he was transferred to the Byelorussian SSR, where he led anti-partisan operations against armed insurgents. Post-war, he served as the Head and Deputy Head of MGB departments in Bobruisk and the Brest region.

From 1952 to 1956, he was part of the senior advisory group of the Soviet MGB/MVD/KGB in Czechoslovakia. Subsequently, from 1956 to 1969, he chaired the KGB of the Abkhaz ASSR. He then served as Deputy Chairman of the KGB of the Georgian SSR from 1969, becoming First Deputy Chairman in 1976. He retired in 1978.

필류긴은 제2차 세계대전 중 NKVD-NKGB에서 방첩 및 정보공작 임무를 수행했으며, 1943년에는 특수임무를 받아 독일군 후방으로 침투하기도 했습니다. 1944년 8월부터는 벨로루시 SSR로 이동하여 무장 반군 소탕을 위한 대(對)비적 투쟁 작전을 이끌었고, 전후 보브루이스크, 브레스트주 MGB 부서장 및 부장으로 근무했습니다.

1952년부터 1956년까지는 체코슬로바키아 주재 소련 MGB/MVD/KGB 수석 고문단 소속이었습니다. 이후 1956년부터 1969년까지 압하지야 ASSR KGB 의장을 역임했으며, 1969년부터 그루지야 SSR KGB 부의장, 1976년부터 제1 부의장을 지냈습니다. 1978년 정년으로 퇴역했습니다.
